Responds to S. 380 Passage by U.S. House of Representatives
Chanhassen, MN (April 9, 2003) With the passage of S. 380 by the
United States House of Representatives on Tuesday, April 8, 2003, the
mailing industry is one step closer to certainty that postage rates will
not increase for at least three years. IWCO has been an active supporter
of this legislation because it addresses the critical issue of pension
reform for the U.S. Postal Service and it will allow stable postage rates
for the mailing industry until at least 2006. The bill now goes to the
President for signature. If signed into law, the bill will assure that
U.S. Postal Service rates will not increase for at least three years.
"We are gratified by how quickly Congress has acted on S. 380,"

provides the breathing room needed to thoughtfully address more extensive
postal reform issues. We now look forward to the conclusions due in July
from the Presidents Commission on the United States Postal Service.

Council, the Association for Postal Commerce (PostCom) and the Envelope
Manufacturers Association (EMA) for being the catalysts for this much
needed step in postal reform."
